Here are the instructions, as dictated by Bryon, with a few comments interspersed here are there. Each illustration is linked to a larger image.
1. Taking your life in your own hands, use the Exacto Knife to carve a spiral into one end of the flag pole. The spiral should extend up the shaft about 7 inches. I didn't once cut myself while doing this, but that can only be regarded as a minor miracle. I'm sure there is some hideously expensive wood working tool that would do the job quicker and have a larger safety margin.
[If you've got access to wood-working tools, you might find a small chisel that will do the job. In any case, make sure that the tool that you use is sharp. It's safer to use a sharp edge (because it won't "catch") and, if you do give yourself a cut, it will be a clean cut. - Sugar Bomb.]
2. Using various picture references, use Sculpey to mold onto the shaft the various grips, rings, and details. To bake the Sculpey, arrange a support across a stove top, and rotate the Sculpey portions over a hot burner. Rotate the staff about a quarter turn every 10 minutes. Watch carefully to avoid burning Sculpey or house.
3. Use acrylic paint, paint sections of staff that will be exposed. Gold for spiral section, white for main body, red for rings, and lower grip, green for accents. After paint is dry, seal with an acrylic sealant.
4. Pound 3 finishing nails part way into spiral end tip of staff. This forms the key prongs part of the staff.
5. Use sharp instrument to poke holes through center of blue balls. Slide them onto staff, and cement into place.
6. Use overhead projector or photocopier to enlarge pictures of key head to about 15" by 9" long. Use this as a pattern to cut three pieces of 1/4" foam core board to make the key head. Note middle piece is slightly different in shape than the two outside pieces. Glue foam board pieces together.
7. Hollow out a small portion of the key head with Exacto Knife, so it may be glued onto the staff. Paint key head light gray. Spray with sealant.
8. Shape, bake and paint small hemisphere Sculpey accents for key head, and attach with glue to key head.
9. Use duct tape for other key head surface details and to bind the edges of the foam core board.
10. Glue key head to staff.
11. Use key to activate Demon God.
12. Destroy World.
